Step 1:
Apply lip balm on your lips to keep your lips moisturised. You can leave this step out if your desired choice of lipstick for step 2 includes a moisturiser.
Wait a few minutes then apply a matt or slightly glossy lipstick (red, pink, pearl, orange, purple, whatever you want) like you would as normal onto your lips.
Wait a few minutes and then literally cover your lips with a clear lipgloss (a good one so when it dries the glossy - ness of it doesn't disappear!).
This may seem extremely simple but effective!
